For this blog, we’ve invited Franklin County Fire Chief Chuck Stines to share how United’s fiber internet expansion is improving fire safety and emergency response efforts in Franklin County.
Franklin County, Tennessee, is a wonderful place to live, and, like many areas in Middle Tennessee, it’s growing. Covering roughly 556 square miles, our county stretches from Tullahoma to the state line and from Sewanee in the east to Tims Ford State Park in the west. While some communities are developing rapidly, much of the county remains rural, and our fire department relies heavily on the dedication of local volunteer firefighters.
As a fire chief, I oversee 15 different fire stations across Franklin County. We have two full-time stations and a dedicated team of 280 volunteer firefighters. Quick and reliable communication is critical when managing a department with that many volunteers spread across such a large area. United’s investment in bringing high-speed broadband to our community has been a game-changer for public safety and fire prevention.
Here are a few ways broadband internet is making a tangible impact on our ability to serve Franklin County residents:
1. Enhanced Communication and Faster Response Times
Before United expanded broadband access, our department relied on an outdated analog system that used phone lines. This often led to communication problems, including dead zones where we couldn’t reach firefighters. As our rural communities grew, we needed to evolve, too. Thanks to United’s high-speed internet, we’ve transitioned to an internet-based communication system that significantly reduces coverage issues and improves response times.
When an emergency call comes in, our teams receive life-saving information faster. Our new system has enhanced radio communication across the entire county, ensuring that all stations can coordinate more effectively. In an emergency, every second counts, and this upgrade has made a real difference in how quickly we can respond.
2. Smarter Fire Safety Measures
Firefighters often enter situations with limited information. The more we know before arriving on-site, the better prepared we can be. With the support of high-speed internet, our department has been able to invest in digital tools that enhance our ability to assess risks and strategize responses before we even step off the truck.
One of the most important improvements has been the ability to create pre-fire plans. These digital maps provide critical details about buildings, businesses, and infrastructure, such as the location of hazards, utility shutoffs, and nearby water sources. Because of United’s reliable internet, every firefighter—whether full-time or volunteer—can access this information on their phone while en route to a scene. Pre-fire plans help us respond strategically, improving safety for our firefighting teams and the community.
3. Faster and More Accurate Reporting
Accurate and timely reporting is essential for both emergency response teams and ongoing community safety efforts. Today, all of our internet-based reporting systems allow us to quickly submit incident reports to the state and improve coordination among different fire departments.
One of the most valuable aspects of our new system is the ability to track firefighter locations in real-time. When a department is paged for an emergency, we can instantly see where each firefighter, full-time or volunteer, is located. This visibility allows us to allocate resources efficiently and request backup if needed. Additionally, access to Wi-Fi calling ensures that even in areas with poor cell service, our teams can stay connected and communicate seamlessly.

Faster reporting times, real-time access to critical information, and improved communication have transformed the way we respond to emergencies.
